WoW PTR bug report: Holy Shock does zero damage and healing

According to player Raithis over at the World of Warcraft Forums, the Paladin's Holy Shock spell at the PTR is experiencing bugs to its damage and heal effects.Holy Shock, at least when it's working properly, will provide its caster with the ability to hit its intended enemy with direct damage!
